Abstract:
Promoting high-quality development of grain industry is the only way to ensure national food security and promote rural revitalization．Based on new development concept, taking into account national food security and promoting agricultural modernization to understand connotation and characteristics of high-quality development．An evaluation index system for high-quality development of grain industry was constructed from five dimensions: production security, industrial system, scientific and technological innovation, green ecology, and benefit sharing．Entropy weighting method of each index was used to derive the weight of each index, on this basis, a comprehensive level of high-quality development of grain industry in Shandong Province from 2015 to 2021 was evaluated．Results indicated that overall level of high-quality development of grain industry in Shandong Province has been on a rising trend in past 7 years, indicating that measures taken by Shandong Province in promoting high-quality development of grain industry have realized significant results．From specific indicators, there were still many factors constraining high-quality development of grain industry in Shandong Province, such as an incomplete industrial system, insufficient achievements in agricultural scientific and technological innovation, and weak resistance to external shocks．
